ROADS officials have refused to endorse plans for a pavement terrace outside one of the Northern Ireland’s most popular pubs.
The Harbour Bar’s application to install outdoor seating was considered by members of the council’s Environmental Services Committee on Tuesday evening.
However, members were told the Department of Infrastructure would not be approving a Pavement Cafe Licence because seating would not leave enough space for pedestrians, particularly those with disabilities.
Though the committee was entitled to ignore the DfI recommendation, one councillor said they’d found themselves “between a rock and a hard place” in weighing up business and tourism interests against the rights of pedestrians.
